The days of cash talks are over, depending on what the agreement the dealership/lot has with any finance companies cash it LESS desirable, they'd make more $$ on the finance kickback.

Again, it depends on the contract and agreements the lot has with their finance companies.

Anyway, back on topic. Go drive both and see what you like better.

If the auto isn't a deal breaker for you, $8,480 isn't a bad deal for a clean '99 T/A with only $65k miles (It is on the high end of the price range, so the car better be very clean). You could definitely find cheaper if you looked around more, though.
