Psychologically, humans are entertained by the "chase and follow" routine. Say, you're a guy who gets this girls number, so okay, you call her. She doesn't pick up, she never returns your call. But then a day will pass and she will drop you an IM, most likely when you are away. You reply, she doesn't get back to you. And this goes on for a while until you get fed up. So she sees no sign of you, whatsoever. All the sudden, just as you think she forgot about you or dropped you like a sack of dirt, there she is again, waiting for your attention.
When she knew you'd go after her time and time again, it was probably amusing to her. This is a maturity issue, and something she'll probably grow out of, but for the love of god, don't wait for her to. Guys do this too, but in different ways. Bottom line is, when someone is being chased, they like it, and they want to keep the chase going, except at some point, you'll get pissed off for chasing in vain, and they'll want to do something to start the chase again, which is the point where the roles change, and they begin to chase you.
And they probably don't really know if they want you to begin with, like Jim said, which is why the chase results in the first place.
