CAGS <-- what is this?

I recently bought a 95 Z28 and on the list of mods "CAGS deleted" was on there
what does this mean
what is cags?
will it affect inspection?

CAGS = skip shift

skip shift = crap

The skip shift forces you to shift from first gear directly to fourth gear if the throttle position is at 35% or less. With CAGS deleted you just don't have to worry about being locked out of second and third while you are cruising around town.

to elaborate more on that ..... there are 3 factors that it must meet to enforce the skip shift.
1) coolant temperature is 162*
2) vehicle speed is 15-21 mph and
3) like justin said .. throttle is open 35% or less.
