Stopping rust

Winter & snow is on the way. My car is starting to get a bubble on the rear wheel well. I was wondering if theres any way to prevent it from spreading or do I have to sand it down?
Thanks

Sand away the cracked paint and a little more beyond it, clear away the dust, then primer immediately after.

Primer spots - thats the way 3rd Gens should look. ;)
