It depends allot on the car itself and brand of header as to what gains you'll see. Normally the shorties such as Hooker and JBA usally just bolt to the stock Y-pipe will only give minimal gains, 5-10HP, the Mids such as SLP and Mac come with a Y-pipe ( larger then stock ) and will give you about 15-20, some have seem more, but about 20 is a fair expectation. Longtubes and Y-pipe should be closer to 30HP or more, maybe up to 40, but that's rare.
If you want to stay 100% or close to legal then your options are limited. No Longtube header is actually legal because the cat. convertors must be relocated. Of the Mids I think only Edelbrock and SLP carry the CARB certification. I haven't been that impressed with the numbers from people using the edelbrocks on 4th gens? I ran Macs on my 93 and recently installed a set of Macs on a 97 and they are well built.
One other thing, when looking at Headers for a 4th gen header coating is very important. What ever headers you get make sure you get coated headers. Jethot coating is very popular because it is a decent coating for the price. There is better coating, but you will pay the price. Being VERY careful not to scratch the coating during the install is also key to the coating lasting.
