Takes a while to start

the 87 Z i just bought takes a while sometimes to start. Sometimes it starts right up the second you turn the key, other times it takes 10 seconds or so. I am assuming the choke could possibly be stuck? Maybe that explains why the choke light comes on and goes off randomly? :-?
305 TBI 5 Speed.

TBI = no choke

Are you sure it's a TBI motor and not an LG4 (4 barrel carb)?
