PCM question

I'm trying to figure out a gameplan for what kind of S10 i want to get. Right now i'm fairly settled on 94-00. Either way the motor will be a 4 banger. How Tunable are car/truck computers pre 98?

if 98+ computers are more tuner-friendly and more gains can be had , would i be able to buy one and just swap it in? would it need to be motor/year specific?

97-03 S10 / Sonomas with the 2.2 are supported by HP Tuners. Not sure about other software.
