05 Mustang Tuner

Fellow North Jersey folk-

My buddy owns a 05 Mustang GT that was apparently modded by the previous owner. It cannot pass inspection because when you plug in an OBD reader, it keeps indicating "Not Ready." Does anyone know a tuner or Ford specialist that can repair this? Thanks.

Thanks. I thought about EFX, but was hoping for someone local. Toms River is pretty far from Bergen County.
