Yes you will need permits, and will have to get it inspected
As for the base you can probably use sonotube and cement for the base and build up off that. Its kinda like a deck with walls and a roof
I would make sure what your town requires as to how far the supports need to be in the ground, and any other ordinances they may have before designing it.
