Insult him on TV and watch the sympathetics come out... easier targets when they're in the streets shouting and bitching. It gets them away from their human shields which lowers collateral damages. I see it as a win win situation keeping him alive... for a while.
God bless the snipers and God bless that their snipers can't aim (when they hit that medic in the body armor who later treated his assasins for wounds, very cool story and video).
