Exhaust has to exit at the rear or side of the vehicle (not under it), and it must be at least 4" behind the last passenger window that can be lowered.

My dad looked it up in his inspection guide (he has his state inspection license) when my brother was talking about running the exhause of his '79 Malibu out in front of the rear wheels.

I say get the rumbler and have it modified to dump in front of each rear tire. It's not quite legal, but it's better than dumps before the axle.
