I think no matter what base car you pick, the wiring necessary to have a working, replica digital dash will preclude any benefits you gain from a GTA digital dash.
Having said that, the later third gens would be best for the options, comfort, looks and ECM. Unless I'm mistaken, 88 Trans Am's could also have a digital dash, not just GTA's. Could be wrong though.
Lastly, the time, money and energy needed to create a replica, creates a challenge for only the stalwart fan to tackle. Fixing the base car first, THEN tackling all the interior and exterior changes makes for a multi-year project. It can be tough to keep that internal drive going year after year.
Buy the car that has as few flaws / problems as possible. Swap out the cosmetic and electronic stuff you need, and eBay whatever is left. Just my opinion.
