Your right it isnt going to cover the deficit its a step in the right direction...something the state CANT say has happened in the past 10 years. As far as you spending less money, your going to tell me your gonna go to Lowe's and not spend the $50 avg because of the extra 50 cents you'll have to pay at the check out counter?
