Ok here are a few examples...
first pic of the front of a NJ title, it show mileage and "A" if actual(shown) or "N" if the previous owner already took care of it. Second pic is the back of the NJ title, IF it says "A" on the front, when you register it, you'd wanna mark the option (2) designating its not actual mileage. Then once its a NY title, it'll be marked "not actual mileage". The 3rd pic is of a NY title, and you see where itll say "actual" or "not actual". The 4th pic is of a title showing "not actual mileage", but thats wisconsin, and just to show you that registering a car with unknown mileage is no problem.
