Well I took my passanger side seat out and found $1

Im trying to get the carpet up to see how bad my floor is, the carpet keeps getting stuck on the seatbelt cover. How Do i get it off?? I tried prying and pulling but it still wont come off. where is it conected to?

I got the drivers one off but the passanger one wont budge
