Theres a flat 9 Sec Civic turbo up in Bergenfield. Its daily driven by my cousins friend and professionally built for upwards of $50 or $60 grand by some famous import shop. He drives it daily on the street and can run about a 10 on the street without the boosted Turbo PSI. (I think he runs 12psi on the street and 30 on the track) Granted it gets 6mpg but he can still run 9's on the street if he wanted. So that statement is completly untrue.
