yes it can be made functional. I believe the issue is that your car is speed density, meaning no mass air flow sensor. The 94-97 had the sensor and therefore the duct work included with the kit is designed to accept the sensor, if you wanna run it on your car, you could just make a spacer tube the same length and diameter of a MAF and put it where the maf would go, or just buy an old broken maf and gut the screens and internals wires and just install it(but not worry about connecting anything) The hoods on the 93 are the same through 97 so thats not an issue and the only difference i can think of is that if you car is an automatic, you have a TV cable running off your throttle body, the 94-97 didnt have this and trans was more computer controlled. Perhaps how they mount the duct work for the intake would interfere with this TV bracket/cable. But no matter what, with a little work and creativity, it should be simple to make the setup work.
