Most people that use OBD1 in palce of obd2 swap in the obd2 again when they are going to get tested but if he is deleting Emissions equipment he wouldn't pass with either, so it doesn't matter.

Also, Kasey. You can delete the same sensors with OBD1 but you have more room for adjustment with less chance of setting off a light/code.
