yea blasting the wheel is best for adhesion... but if its aluminum make sure the media isnt going to destroy the wheel if its a steal wheel you should be fine... also if you take it down to bare metal you will have to prime... use an etch primer so that it will not rust back.... and if you just want to paint over what you have now you should sand it... use some 600grit sand paper or even jsut a red scotch brite to scuff the area being painted ifyou paint over a non sanded surface your asking for peelback.... what wheels are you painted so we have a better idea of what your doing... you can basically use any paint on the wheels because they dont get that hot i used engine enamel on my old set of salad shooters... but youll have to clear them also because just bare basecoat even if its enamel will dull out and eventually just look like crap.... hope this helps you man
