Tell her to contact a beagle rescue. I did a quick Google search and found this one in NJ:

If she can't find someone that she
knows and trusts to take him, this is the best route to go. Rescue groups are very thorough in finding pets new homes, and usually keep them in foster care (instead of kennels) 'til they find a new home. For example, our group does home visits and interviews of interested applicants. We require at least 3 references plus a vet reference, and everything is always checked.
Tell her to be very careful if she decides to give it to someone she doesn't know. A lot of times, people that take free dogs from unsuspecting owners turn around and sell them to research facilities, or even worse yet, use them as bait dogs in training illegal fight dogs. I know this sounds extreme, but unfortunately it's the sad truth.
