So in your case the bolt for the battery tie down is rusted. There is a nut embedded in the plastic battery tray that it screws into. I would suggest using a heavy duty liquid wrench type oil and letting it soak. Remove the bolt and clean the nut with a wire brush, and either get a new bolt or clean up the old one. Install the new one with some lock-tite grease on it to prevent it from rusting again.
You shouldnt have to replace the whole tray/ resevoir.
