The best thing you can do is to try to polish the current lights to remove any scratches/discoloration that might be on them, and then remove the original bulbs (carefully), and replace them with halogens.

If you try to do an HID retrofit you'll need all the stuff in an HID kit, plus a projector housing for each light. Otherwise the light won't have the proper cutoff, and you will be wasting light output, and blinding oncoming drivers.
