licensing has nothing to do with it, the fee is only $5 per unit. the problem is that if you build two cars with the same target audience, in similar price ranges, on the same platform, you aren't going to sell enough cars to justify all the extra development, testing, tooling, and having to build mirror production lines.
you would have to be able to prove the market, or at least market share, would double based on the introduction of the second platform. it isn't going to happen.
camaro is also the more marketable title and leaves a second tier performance vehicle in the chevy line up. pontiac is going upscale performance, an entry level sports coupe doesn't have a home in the latest evolution of the brand.
