Inspection is different from the law on which tickets are based. James had the same issue with inspection with his loudmouth catback and bullet muffler. But it's below the decibel limit of all towns (each town and/or county has different decibel limits).
You could try to fight it, but it'll cost you more in court fees/lawyer fees etc than the ticket is worth.
It's similar to a ticket for "exhibition of speed". It's bogus, but you can't beat it, and if you do, the financial cost isn't worth it.
