mine is behind the license plate cover on the 4th gen, if i get hassled i tell em i was at a car show or meet and forgot to take the cover off 
if you dont want to put it on the bumper, just put it in the trunk or something lol. if u put the plate on the dash, johnny law is more likely to pull u over, since that will stand out a bit
