This carb was new, wasn't it? Do you have some form of inline filter or filter in the carb inlet fittings? You may have some debris in your tank that is getting through and holding the needle open. If it was a rebuilt carb, somebody may have put the float spring on the wrong way(don't ask me how I know ) and that can cause it to sink and fuel to shoot through the vent tube.
