Use the professional organizations you belong to. For example, I have my PMP certification and regularly attend any PMI meeting in NJ. Just by networking with the folks who attend those meetings, I get ideas as to who is hiring, what the expectations are, which companies have a hiring freeze, etc.
You can also meet other people who are career coaches or consultants. For example, the September meeting had a panel of speakers discussing this very topic - networking and job hunting. Check out

Getting tidbits that help you polish your interview skills, job prospecting and networking are invaluable. You just need to spend the time and effort doing it.
