"A lot" perception comes from the group of people you interact with. Sure if the only place you go is Taco Bell and McDonalds, than yea 75% (sometimes more, sometimes less) of their workers do not speak English. Is it fair to say that most people of Hispanic descent do not speak English because when you go to a fast food joint people of Hispanic descent there do not interact using your mother tongue. No, that is absurd. That's like me walking in the ghetto and stating that all black people are lazy, lets see this goes over.
Furthermore, when one lumps an entire group of people into one category that's idiotic, to say the least. Ex: All Arabs are terrorists; All blacks are lazy; All Puerto Rican's are thieves.

I'm not defending illegal immigration, I do not like it, condone it, or support it. However, I'm against stupidity, racism and idiotic generalizations.
Indeed I was born in Russia, I came here NOT knowing English, I went to Middle school one week after I arrived, learned English, and everything is peachy now! I would agree with your observation that Hispanics (Spanish are from Spain) are the dominant group of people that come to US, but that is for obvious reasons. Also because of their sheer numbers you would encounter non speaking ones on more frequent basis that non speakers from other parts of the world. However, that does not mean all of them (Hispanics) are non speakers, stupid, non educated, or any other derivatives people throw around. It is generally a very bad habit to judge a large group of people by the actions of the few.
Funny, people who judge the most, at least from my experiences, are usually not the sharpest tools in the box themselves. (That was not directed at you.)
