The closest thing to truly legal would be the MAC mid-length headers which might put the driver's side cat in the right place on an LS1 car. George Baxter was making over 700 hp with his setup. As for the ORY, it's pretty easy to add dual 3" cats to an ORY and you can usually find them for sale used or cheap on LS1Tech or Ebay. As for tint, that's just another excuse to get pulled over and then they'll check for other violations!
