The old sniffer test was at idle in neutral so I never understood how they got away with failing a car that was built to meet emission's at idle compared to running it on the dyno at 40 mph. Pre 96 will always have to pass the sniffer and most likely on the dyno unless they determine the cost to maintain the dynos isn't worth it.

eh, they really don't require maintenance. only if they break. but there may be new equipment being released soon that could change how 95 and lower are tested. i doubt it though but there is a possibility.
