I would say this is about enough to get the ticket at least knocked down if not thrown out completely.

interesting. i always thought the only rule was to yield to the right, as in yield to traffic coming into the circle ahead of you. now most circles are signed where to yield, so i guess that assumption was wrong. and now, to see this out of the driver manual... i had never heard of signaling intent in or around a circle.

Whenever a motorist is in doubt concerning who has the right-of-way in a circle, he/she should exercise extreme caution and remember the basic rule governing any uncontrolled intersection: The vehicle to the left yields the right-of-way to the vehicle approaching from the right.
fight it. the cop was wrong to issue a ticket.
