Do you have access to a 750 carb? With such a disparity between the torque and HP, even on a low rev'ing engine, it seems like the engine is running out of air. The larger carb would also help a bit by moving the torque and hp curves up the rpm range a bit.
Where did you get the heads done? See if you can get better flow information from whoever worked on them to help build a better model of the engine.

I had them done at jarhead engines, he doesn't have a flow bench, but the only thing i really had him do was gasket match that open up the chambers for the bigger valves
