Did you talk to dmv about the engine swap? I think you may need some form of proof that the V8 is a newer engine than the original car/V6 engine was. As for tuning it to pass, your best bet is probably to go to a garage that has the tailpipe emission's test equipment and hook up and adjust the timing/idle, etc. There isn't a best timing setting, you have to play around with it. I had a pretty well built 396 in an old 68 conv a few years ago and it took us an hour of tweaking to get it to pass the tailpipe idle test.
