Damage to the paint depends on how long the decals have been on, and your paint quality. The paint shade under the decals may be different. It may leave lines in the clear coat where the edges of the decal were.
Any residue can most likely be removed with WD-40 as well as it's safe on clear coat. And to elaborate on Kirk's reply.....if you have lines in your clear a competent detailer can most likely wet sand and buff it level again.
