In theory, yes. A quick search shows that most 225 / 50 / 16s call for a 6-8" rim, so a slightly wider and taller 235 / 60 / 16 should fit on a 16x7 wheel with no issues.
However, both Tire Rack and Discount Tire Direct carry no tires at all in that size, so if you are thinking about buying something in that size, you are likely gonna be out of luck or have an extremely limited choice of tires.
