there is special urethane bumper repair stuff, i don't know if its called an epoxy or whatnot but its a 2 part mixture, you spread it on and it can be sanded down.
Id use that stuff with some type of mesh, probably fiberglass, and then scuff up the bumper(inside obviously) behind the crack and apply the fix.
That would be the easiest way to keep it from spreading IMO.
