If you have to have your brake pedal floored just to *slowly* slow down, then there is still air in the brake lines & you have to bleed them to get it right.

I'd look into the above.
The vibration is a separate issue though. Do some testing; find the speeds/conditions when you feel the vibration, and then go throw another set of wheels on and recreate the same conditions to see if the problem goes away. If it does, you've found your culprit. If it doesn't, you know the wheels/tires are fine.
