Yep hes right if they were covered they cant bother you unless they try to sight you for some sort of ordinance about a vehicle limit on property or the surface they are on.
I would throw dead plates on them and see if they still bother you. If they do as said you can register a car with no insurance legally. The state doesnt obligate insurance on a car at time of registration but rather proof that you currently hold a policy with a company.
