The tps sensor must be plugged in. You only want to probe the signal wire, it should be the blue one. You can use a fine pin or paperclip if your multimeter has large pins on the leads. Set it to your lower voltage setting. With the key on and engine off, you want to set the tps at .67 volts. Then have someone slowly depress the gas pedal and watch that the voltage smoothly increases. At wide open throttle, you should have over 4 volts, should be about 4.5 volts.
