I'm currently fighting a photo ticket for "non payment, under payment, lack of payment, etc" from the Union toll plaza on the GSP. The toll is $1.50, and I always use the same exact change lane. True story from reliable source. My partner at work's wife had the same thing happen. She ended up throwing in another $.50 after the first didn't register. She wrote a letter to Christie explaining what happened. Got a letter to disregard the fine.
