A lot of the higher quality tire shines have no silicone in them now. Here is what I use.
They are like the eagles but seem to hold up better and the small groove keeps the area you hold from getting tire dressing on it.

These are similar to a paint brush. I just got these at the end of last season and they seem to work awsome but no idea on the durability as I only used them 4-5 times. They really get the dressing in all the small grooves and letters.
