I used a fuel siphon setup from autozone to drain the tank of my SS years back. Cost like 2 bucks and it did take a while to slip it down the filler neck but eventually worked.
Yes, you could pump it out with the fuel pump by hot-wiring it.
or you could disconnect the line off the fuel filter and use it by means of the siphoning effect to pull as much fuel as possible out that way. Just have a few 5 gallon buckets ready.
I know you say its a budget build... BUT... if the car is that clean and that original, don't try to cut corners, take your time, and do it right. I'm pretty sure you will though.
