The quickest way to produce HP on a stock LT1 tune (OBD-I or OBD-II, doesn't matter), is to lean out the WOT A/F ratio. The factory setup generally targets 11.7:1 at WOT. You will make more HP with an A/F ratio closer to 13.0:1. This can be accomplished by altering the numbers in the Power Enrichment (PE) mode tables. That's good for about 15HP, and that's what the mail order guys do when you get a "tune" for a relatively stock setup.
