i'm not sure, but i think most of the huge exhaust tips on Civics aren't factory installed.

the joke was the mention of "huge exhaust tip", since every ricer with a Civic has one.

If they wanted downforce it wouldn't have that shape... their reasoning is purely cosmetic. The only function it MIGHT serve is to keep the dust from collecting on the back of the car. 
Also, at 100+ mph in a civic I wouldn't notice a difference.... I'd still be in awe that it was able to get triple digits!
