NJ Inspection changes
I read that they only do emission checks starting August 1st, no more safety inspections..so does this mean ya can't fail for tinted windows? Anyone know any info about this

NJ is changing their inspections? I never heard that.  
That is correct, you won't fail inspection but that doesn't change the fact that tint is still illegal.

But will the seats bolt into a thirdgen with no modifications? I think the 4thgen seats bolt in just fine, not sure.
