It really depends on how much he can tolerate for getting up to speed and fuel consumption. It would be great if you know someone with a high stall to give a ride to understand how it feels. If you dont know anyone, your next best friend is youtube videos.
I run a PI vigilante 4000 which is a bit loose and dd on it. It takes around 2500 rpm to accelerate normally with traffic and a little over 3000 for a quick pick up. Personally, the smallest I would go on an ls1 is 3600 if your looking for performance, or 3200 if you want to lean more towards stock feeling streetability. This is speaking generally as there are other factors than stall speed though, like STR and application that will affect how much rpm you will need for normal driving.
Stalls are a bit give and take - what you gain off the hit, you will loose efficiency in high rpm. However even with the efficiency loss your average power throughout each gear will be better and in turn make the car faster.
