My headliner has lost all the foam backing. It's just the material hanging from the headliner board. I have done the same job on my thrid gen by sanding the old foam off the backing board, using the 3M spray glue and reapplying the headliner material back down. Still holding to this day.
I was able to find the headliner material with foam backing in a local store. Jo-Ann Fabrics & Crafts in the Mercer Mall $10.99 by yard and currecntly have a 40% off sale on any material purchase. They have it in the colors of grey, black, and red.
Just need to remove the headliner board, pull the old material off, sand the old foam off the board, and spray the 3M glue as I lay the new headliner.
