Is the car definately original paint? Might have been a bad repaint popping back up

I know front clip and at least drivers door had been painted. Roof and hatch appear original.
The car did have some vandalism so who knows.

Usually that's a sign of the clear kote drying up and turning white. If it had been painted, the body shop used a REALLY thinned out clear (to save money), but in time if not kept in a garage and FED with wax on a regular basis, it can start to flake off. If your going to paint the car, you will have to strip off ALL the paint, down to the metal, to make sure the old paint does not bleed thru . My Formula held up fine, but it was always garaged and waxed every month to put the OILS back into the paint.

No need to strip the car to metal, that's just unnecessary work.
I was just thinking it could have been something poured/dumped on the car due to the fact they all look almost like run/drip marks. It was female owned and on the spoiler, I had to compound out a word keyed into the paint, "wh*re", and on the side of the hatch I had to wet-sand out the phrase "F** you B****" , so... having some acid or paint stripper on it isn't out of the question.

IMO,
Peeling clear. No doubt in my mind.
I'm stripping paint now and even the weaker stuff gets down a few layers. The paint would be raised up a bit from the surface.

yea, the pattern of it seems a bit oddly shaped from what i've sen the peeling clear typically look like, but if it were more of a chemical peel or other substance it would look bubbly and drippy too. i'd also say thin,peeling clear coat.
