Wipers go on with the slightest touch (pls. see pic)

Driving me crazy. When I press the stalk to use the turn signal, wipers go on briefly. If you look at the picture, the slightest touch of the inner ring there turns on the wipers.
I don't really want to pull the wheel and replace either the wiper or turn signal switch, but I guess I have to. Any advice?

Well, I was able to find a NOS switch on fleabay for $35, so I pulled the wheel and replaced it. Solved the problem, but now got me thinking about a Grant steering wheel...
