Well, the OP has his heart set on a 69 and this a a 67, but lets take a close look anyways
So good news: its a running, driving, registered 1st gen but prospective buyer would need to confirm VIN on title is same as VIN in door jamb and door jamb vin has not been messed with.
The OP is just looking for a good body, so the 4 wheel power drum, 350/th350/10 bolt would all go on the sell pile. But at least you can drive it for a while as is (once you put mufflers on ).
Interior is crap, but OP wants to change all that, so no big issue. Firebird buckets, 69 Camaro rear seat, repro door panels
Bad news: black primer is the go-to if you want to hide poor body work. Sellers note about 80% qtrs and floor patches just mean shortcuts were taken. Expect more hidden rust and fixing shoddy body work. Look very closely in all the hidden places for more rust to get better price.
Unless this is epoxy primer (doubtful), the primer is porous and letting moisture under the primer and is working on the metal, seeing how this looks to be stored outdoors. A total strip and surface de-rust is the way to be sure before putting shiny paint back on.
Nice looking Rallys! Probably a repro cowl hood, most of the small parts are there, but are in "used" condition.
The $14.5K price is not that bad. Get it down to $10K to $12k would be better.

Kevin is right. As much as I love vent windows, it's 69 or nothing for me. The styling and tire clearance with the squared fenders on a lowered car is enough to make the deal for me.

Looks like older paint and maybe a houndstooth interior. Probably be some bondo/rust under that old paint, but that is normal. no detail shots
Looking closer, headrest are straight which could mean an "early" 69, Dec 68 or earlier build. No engine call-outs so possibly a 6 cyl originally with a transplanted 8 cyl. If it is a deluxe interior, and in usable shape, there is money to be made selling the interior parts. Grill & fenders look good enough for originals, not repros. Rear spoiler looks added.

Kevin, I'm surprised you could see the headrests. I just see some discoloring on the rockers.

Actually, to repaint the roof and get rid of the vinyl would be a lot of work and expense to match the paint. Live with the vinyl is my .02, an intact one is more rare these days. Another cheaper option is to keep the trim and just paint the roof a contrasting color.
GM actually sold two tone 69 Camaros!

But lets get to this car: Cowl hood and rosewood added of course. Its not a real SS with those power drums
Something funky with the headlights, they seem recessed too much, hard to tell what is going on.
likely repro fenders and grill, exterior looks like a decent job, but you need to see in person to be sure
Original door panels! Bucket seat cover replaced with poor quality PUI (not that well either), but headrests look factory. Rear seat still original cover. hint, look at the difference in the puffiness of the pleats in center of seat cover, orig=puffy, repro=flat. But oddly enough door panels are the exact opposite, orig=flat, repro=puffy The door panels are flat, so original! Repro dash pad, but rest looks original. Aftermarket radio, so some cutting may have happened.
Trunk looks unmolested, radiator swapped, Floor pans patched, factory leaf springs.
All in all, not that bad of frame-on redo, not great, but it does have some redeeming originality. But unlikely to go cheap enough to detail the rest of it without going underwater. It is a SS350 clone, probably came with a 307 3 speed.

I've been asking around and the general consensus is the removal of the vinyl top is more expensive than I thought. I'm going to bid, but likely a number that won't be able to lock this one in.
I just can't get myself to like the vinyl top.

True it may be, or they could just know nothing about the car, bought it off ebay that way now selling it. Yes the wheels are ugly.
